Description

Shaping the Digital Government Architecture;
Implementation of Diagnostics on Digitalization of State Institutions;
Implementation of information systems assessment processes;
Systems analysis within the framework of the Digital Development assessment;
Preparing recommendations based on assessment results;
Participation in the formation and implementation of Digitalization Roadmaps;
Implementation of other measures arising from the Digital Development Concept;
Methodological and practical support to other government agencies.
Requirements

Higher education in Information Technology, Computer Science or a related field;
Minimum 6 years of experience in software architecture and system design, with a focus on digital transformation projects;
Experience working with Java, .NET or other modern programming languages;
Experience in microservice architecture, containerization (Docker, Kubernetes) and cloud technologies;
Deep knowledge of RESTful APIs, web services, and integration protocols;
TOGAF, ITIL certification or other enterprise architecture specializations, including Cloud – preferred;
Proven experience in designing and implementing complex software architectures;
Experience in cybersecurity frameworks, cloud architectures;
Strong leadership and communication skills to interact with high-level government officials;
Familiarity with government digitalization strategies and public sector IT frameworks is desirable;
Language skills: Azerbaijani (excellent), English (good), Russian (desirable);
Cross-architecture experience in all areas of the technology stack;
Knowledge and experience in Agile and DevOps methodologies;
Experience in IT project management in government agencies is an advantage;
Good analytical thinking and problem-solving skills;
Teamwork and leadership skills.
